Educational Qualification
Architectural Assistant
Candidates need a working knowledge of Hindi written in Devanagari script, along with either an Intermediate Certificate in Architecture, or a three-year full-time course, or a four-year part-time course (Bombay or Maharashtra Government), plus two years of experience in map work related to architectural design and planning. Alternatively, a three-year full-time diploma in Architectural Assistantship from the UP Board of Technical Education or any recognised institution, plus three years of experience in map work related to architectural planning and design. The Housing Commissioner is the competent authority for experience certificates.
Estate Manager
- Graduation from any recognised university
- Working knowledge of Hindi written in Devanagari script
- Candidates who have passed MBA or PGDM from a recognised state-level or national-level university or institution will be given preference
- Degrees obtained through distance education from any institution or university will not be accepted
Under the UP Housing and Development Board Estate Manager Service Regulations 1984 (as amended 2013), the written examination for the Estate Manager post carries 90 percent weightage, with 10 percent allocated for MBA/PGDM.
Microbiologist
A Post-graduate Degree in Microbiology from a university established by law in India, or a qualification recognised by the Government as equivalent, with at least three years of experience in microbiological testing of food.
Per the referenced letter from the Commissioner, Food Safety and Drug Administration, UP, no qualification has been prescribed as equivalent to M.Sc. in Microbiology for this post. The Head of Department or Chief Manager of the relevant department or institution is the competent authority for issuing the experience certificate.
Age Limit
Candidates must have attained the age of 21 years and must not have crossed 40 years as on 1 July 2026. That is, candidates must not have been born earlier than 2 July 1986 and not later than 1 July 2005.
For PH candidates, the maximum age limit is 55 years — they must not have been born before 2 July 1971.
Age Relaxation
- Five years for SC of UP, ST of UP, OBC of UP, skilled players of UP in classified games, UP State Government employees including teachers and staff of the Basic Shiksha Parishad and Government Aided Madhyamik Vidyalayas of UP. They must not have been born before 2 July 1981.
- Fifteen years for physically handicapped persons of UP.
- Three years plus the period of service rendered in the Army for Emergency Commissioned Officers, Short Service Commissioned Officers and Ex-Army personnel of UP.
- Research Scholars of the Chief Minister Fellowship Programme receive relaxation of up to 3 years, calculated by tenure completed — 1 year of tenure gives 1 year of relaxation, 2 years gives 2 years, and 3 years or more gives 3 years.
Candidates claiming reservation or age relaxation in more than one category are entitled to only one concession, whichever is more beneficial. Candidates who are not permanent residents of UP will not receive the benefit of reservation or age relaxation. For women candidates, only the caste certificate issued from the father’s side is treated as valid.

One Time Registration (OTR) is Mandatory
This is the step that trips up first-time UPPSC applicants. It is mandatory to complete One Time Registration and obtain an OTR number before applying online. Candidates who do not already hold an OTR number must obtain it from otr.pariksha.nic.in at least 72 hours before submitting the online application.
Only after obtaining the OTR number can a candidate submit the online application through the Commission’s website. Plan for that three-day lead time — leaving OTR registration to the final week is a common and avoidable reason for missing the deadline.
How to Apply – The Four Stages
- First Stage: Click ‘Apply’, then ‘Authenticate with O.T.R.’. Enter your OTR number and authenticate via OTP sent to your registered mobile or email, or through your OTR password. All personal details filled in OTR are displayed automatically. You then fill only the essential qualification required for the post.
- Second Stage: The Applicant Dashboard appears. Click ‘Submit Details’ under ‘Application Part-2’. Your address and application form populate automatically from OTR, along with the preferential qualifications prescribed for the post. Choose Yes or No against each preferential qualification.
- Third Stage: The Fee Confirmation Window appears. Proceed to fee payment through the SBI MOPS page, using Net Banking, Card Payments or Other Payment Modes. Print the Payment Transaction Slip. If payment fails, log in via ‘Candidate Dashboard login’ and use ‘Pending Payment’ to complete it.
- Fourth Stage: The completed application form displays on screen. Take a print and keep it safe for production at the Commission’s office if any discrepancy arises.
After applying, any modification to the qualification of the applied post can be made only once, via ‘Candidate Dashboard Login’, until the last date for correction.
Selection Process and Exam Pattern
UPPSC will hold separate examinations at various centres across districts of Uttar Pradesh. Selection is made on the basis of marks obtained in the examination.
Negative Marking
- Each question has four alternatives. For every wrong answer, one third (0.33) of the marks assigned to that question is deducted.
- Marking more than one answer is treated as a wrong answer, with the same penalty, even if one of the marked answers is correct.
- Questions left blank carry no penalty.
Minimum Efficiency Standard
- SC and ST candidates: 35 percent. Candidates scoring below this will not be placed in the merit or select list.
- All other categories: 40 percent.
Syllabus
The Architectural Assistant examination covers General Studies (general science, computer and technology, history of India and the national movement, current affairs, geography of India and UP, general mental ability and statistical analysis, Indian polity, economics, Indian agriculture), Hindi, and Architecture (design and planning, construction and materials, drawing and graphics, history and contemporary architecture, climatology and acoustics, public health engineering and building services, applied mechanics and structures, estimation and costing, housing and city planning, professional practice and building bye-laws).
The Estate Manager examination covers Mathematics, Hindi, Computer, General Knowledge and Logical Reasoning across five units.
The Microbiologist examination covers General Studies plus Microbiology in five units — history of microbiology and microbial diversity; microbial control, culture, growth and GM foods; microbial contamination, spoilage and preservation of food; food microbial analysis and safety; and microbial food products and waste management.

Important Instructions
- Date of birth is admissible as entered in the High School Certificate. No other certificate is accepted for date of birth.
- Candidates should not send hard copies of documents or the online application at the preliminary examination stage. A separate press communique will be issued when documents are required.
- While filling OMR answer sheets, use a Black Ball Point Pen only. Whitener, blade, pin or rubber must not be used on the answer sheet.
- The answer sheet is in three copies — Original (Pink), Preserved (Green) and Candidate’s copy (Blue). Candidates take the Blue copy.
- Male candidates who are married and have more than one wife living, and female candidates who have married a person already having a wife, are not eligible unless exempted by the Governor.
- Candidates serving under Central or State Government must produce a No Objection Certificate from their employer.
- Furnishing wrong information that cannot be substantiated may lead to debarment from this selection and future UPPSC examinations for up to five years.
- The candidates must possess all requisite qualifications up to the last date for submitting applications.
