The Defence Innovation Organisation (DIO) has issued Advertisement No. DIO/Advertisement/IC-PM/2026(I) dated 8 July 2026 to hire professionals as Individual Consultants on a purely contract basis for the Project Management Team of its iDEX arm. Applications close at 05:00 PM on 10 August 2026.
Six positions are on offer across four levels, and the pay band is unusually wide for a government advertisement, running from ₹40,000 to ₹2,40,000 per month depending on which rung you apply for. This is not a clerical hiring exercise. DIO is looking for people who have actually built or run something in the innovation and entrepreneurship space.
Some background is useful before you read the eligibility table. The Innovations for Defence Excellence (iDEX) framework was launched in April 2018 to create an ecosystem for innovation and technology development in Indian defence and aerospace, working with MSMEs, start-ups, individual innovators, R&D institutes and academia, and providing grants, funding and other support so their products and services can eventually be adopted for defence needs. The iDEX team is also the executive arm of DIO itself – a Section-8 company created by the defence PSUs HAL and BEL to support the Ministry of Defence in building that ecosystem.

Each fee is a consolidated monthly amount inclusive of all taxes, fixed by the competent authority on the recommendation of the Interview and Selection Committee at the time of selection. Where you land inside the band is decided by your experience and how you perform in the interview, so the lower figure is the realistic planning number and the upper figure is what a strong candidate can argue for.
The age caps are tight at the junior end. A Deputy Program Executive must be below 26 and a Program Executive below 30 as on 10 August 2026, which effectively makes DPE a first-job or second-job role. The DPE row is the one worth circling. A candidate with a Master’s in Science, Management or Technology can be considered with no post-qualification experience at all, at a consultancy fee starting at ₹40,000 a month, working inside the Ministry of Defence’s flagship innovation programme. For a recent postgraduate under 26, there are not many comparable openings in a given year.
Previous Relevant Experience Required
The advertisement asks for experience in any one of the following fields, which is a deliberately broad net:

Read that list as a description of what the job involves rather than a checklist to satisfy. Someone who has actually run a hackathon end to end, or administered a grant pipeline, will write a far stronger application than someone who maps their CV loosely onto three of these bullets.
Scope of Work
The consultant supports the iDEX management team by handling specific projects across these activities:
- Forging and managing partnerships with top incubators nationally, to build the defence innovation ecosystem under the Framework for Partner Incubators.
- Designing and implementing defence related challenges and hackathons under the SPARK framework.
- Managing the fund disbursement process for grant awardees under the various iDEX frameworks.
- Creating interactive platforms for execution and monitoring of iDEX projects.
- Ensuring adequate outreach about iDEX using social and traditional media.
- Delivering all projects on time, within scope and within budget, and taking up new projects to further the iDEX agenda.
- Any other work assigned by the COO / DIO or a superior authority in DIO.
Contract Period and Fee Progression
- The engagement runs initially for 3 years, extendable depending on DIO’s requirement and satisfactory performance for a further period of up to 2 years.
- In exceptional circumstances, considering DIO’s requirement and outstanding performance over the last two years, the contract can be extended beyond the initial 5 years with the approval of the DIO Board.
- There is an annual increment of up to 10% of the existing fee, based on Annual Appraisal as per applicable DIO rules.
- Across any extension or increment, the monthly consultancy fee shall not exceed 1.80 times the initial monthly fee.
- A consultant who leaves before completing the initial contract period will not be given a work experience certificate.
That 1.80x ceiling is a hard cap and deserves a moment’s thought before you accept a figure at the bottom of a band. If you join as a Program Executive at ₹80,000, the most you can ever reach in that engagement is ₹1,44,000, regardless of how many appraisal cycles go well. Negotiating your starting figure at the interview stage is therefore worth considerably more than it looks.

Other Terms and Conditions
- Income tax and any other applicable tax is deducted at source before consultancy payments, and DIO issues a TDS certificate.
- The consultant is liable to pay GST as applicable, though there is a provision for reimbursement of GST paid against the consultancy fee received from DIO, if any.
- The engagement is purely on contract and confers no right to permanent absorption or regular engagement in DIO.
- Any extension after joining runs only up to the date the consultant attains 60 years of age, whichever is earlier.
- The place of work is New Delhi, with deputation elsewhere possible depending on DIO’s requirements.
- The consultant must not be engaged directly or indirectly in any other trade, business, occupation or remunerative commitment while working with DIO, since the engagement is full time.
- Engagement is subject to acceptance of a Consultancy Contract (Undertaking / Bond) executed on a ₹200 stamp paper, along with acceptance of the Offer of Engagement.
- DIO reserves the right to terminate the hiring process or the contract at any time without assigning a reason, to increase or decrease the number of positions, and to select fewer candidates or none at all if no suitable candidate is found.
