JKPSC Recruitment 2026 – Apply Online for Assistant Professor and Librarian Backlog Posts

The Jammu and Kashmir Public Service Commission (JKPSC) has issued Notification No. 07-PSC (DR-P) of 2026 dated 31 July 2026 inviting online applications for Assistant Professor and Librarian posts at the Government College of Engineering & Technology (GCET) under the Higher Education Department. The online application window runs from 1 August 2026 to 31 August 2026.

One word in the subject line determines who can realistically compete here, and it is easy to read past. These are backlog vacancies, carried forward under the 1st Special Drive from Notification No. 11-PSC(DR-P) of 2023. Every one of the six seats is earmarked for a reserved category, and there is no open merit seat that a general category candidate can contest. Check the category column against your own status before you spend ₹1,200 on the fee.

The vacancy table in the notification also carries columns for ST, ALC/IB, Social Caste, PSP and EWS, all of which are blank for this drive. In practice that leaves two routes in: Reserved Backward Area (RBA) for two of the Assistant Professor seats and Scheduled Caste for one Assistant Professor seat and the Librarian post. The OM column here reflects the backlog roster rather than an open competition seat.

With six posts spread across four disciplines, this is a small and highly specific drive. A Bio Medical Engineering post graduate holding RBA status is competing in a field of a size rarely seen in a public service commission examination, which is precisely the point of a special backlog drive.

Prescribed Qualification

Assistant Professor, Engineering Disciplines

For Bio Medical Engineering, Electrical & Electronics and Electronics & Communication Engineering:

B.E. or B.Tech and a Master’s degree in the relevant branch, with first class or equivalent in either the B.E./B.Tech or the Master’s degree.

Read that condition precisely. First class is required in one of the two degrees, not both. A candidate with a second class B.Tech and a first class M.Tech in the relevant branch meets the requirement, and so does the reverse. That is more generous than most Assistant Professor advertisements and is worth knowing before you rule yourself out.

Librarian

Three conditions apply together.

  • Good academic record with knowledge of computerisation of the library, and at least 55% marks at Master’s degree level in Library Science, Information Science or Documentation Science, or an equivalent professional degree from an Indian university, or an equivalent degree from an accredited foreign university. The threshold drops to 50%, excluding any grace marks, for SC, ST and differently abled candidates, both physically and visually, and for Ph.D holders who obtained their Master’s degree prior to 19 September 1991. An equivalent grade on a point scale is accepted where a grading system is followed.
  • The candidate must have cleared NET, SLET or SET conducted by the UGC, CSIR or AIU.
  • Candidates who are, or have been, awarded a Ph.D degree in accordance with the UGC (Minimum Standards and Procedure for Award of Ph.D Degree) Regulations, 2009 are exempted from the NET, SLET or SET requirement.

That Ph.D exemption is the clause worth checking carefully if you hold a doctorate. It applies only where the degree was awarded in accordance with the 2009 Regulations, so the award year and the regulations under which your university operated both matter.

Age Limit

Age is reckoned as on 1 January 2026, and the notification states this explicitly overrides the application closing date for age purposes.

Domicile Requirement

The candidate must be a domicile of the Union Territory of Jammu & Kashmir and must hold a valid Domicile Certificate issued by the Competent Authority in the prescribed format.

One condition here is absolute. Certificates issued after the last date prescribed for submission of the online application form will not be entertained. If your domicile certificate is not already in hand, apply for it now rather than after submitting the form, because a certificate dated 1 September will be useless for a 31 August deadline.

The fee is deposited online only, after successful submission of the online application form. Two warnings from the notification deserve attention.

  • An application form submitted without deposit of the fee, where this is substantiated by the fee status on the form, is treated as incomplete and deemed rejected without any notice. No representation against such rejection is entertained.
  • Multiple applications created by prefixing Mr or Ms, or by generating multiple user IDs, followed by non-payment or by quoting one application’s transaction ID against a different Registration ID, lead to rejection. Only the application with the higher Registration ID is entertained, fee paid against one RID is not adjusted against another, and strict disciplinary action including cancellation of candidature and debarment from future JKPSC examinations may follow.

Where the fee is paid through a third party service provider, confirm not only that the amount was debited from your account but that it was credited into the official JKPSC account. If the payment status shows as not submitted, under processing, or is not reflected on your form, contact the JKPSC office at Solina Srinagar or Resham Ghar Colony Jammu immediately.

All documents are uploaded with the online form. The notification is emphatic that no further opportunity to upload any document will be provided, and that action under the rules, including rejection of the application or candidature, will follow where documents are missing.

How to Apply Online

  1. Go to jkpsc.nic.in. No other mode of application is accepted.
  2. Click One Time Registration, or log in if you already hold a JKPSC profile. Existing users are advised to update their OTR before filling the form.
  3. Complete the OTR fields covering personal information, contact information, educational qualification and service details.
  4. Upload a date-stamped recent passport size colour photograph and signature. Both must be between 10 KB and 20 KB in .jpeg or .jpg only.
  5. Click Show Examination against the relevant post, select the month of the advertisement notification, and click Apply.
  6. Complete the remaining fields, accept the declaration, and click Submit.
  7. Pay the fee online through the Submitted Applications menu and upload the requisite documents for final submission.
  8. Print the submitted application. The printout becomes available only after the fee is paid and the documents are uploaded.

Note one inconsistency inside the notification itself. The OTR instructions state that the photograph should not be taken earlier than 1 January 2025, while the examination hall instructions require the two photographs you carry to be no earlier than 1 January 2026. The safer course is to use a photograph taken in 2026, which satisfies both.

You are not required to submit a hard copy of the application to the Commission at the application stage. A downloaded copy along with original certificates must be produced at document verification.

Editing the Submitted Application

Candidates who have submitted the form with the requisite fee may edit some fields within three days after the cut-off date, that is from 1 September 2026 to 3 September 2026. Detailed instructions are published separately on the Commission’s website.

Selection for the Assistant Professor post is made in terms of Rule 45 of the JKPSC (Business & Procedure) Rules, 2021 as amended. That rule is also the basis for the weightage documents listed above, which is why research papers, books, awards and post doctoral experience are collected at application stage rather than at interview.

Centre allotment is at the sole discretion of the Commission, and once a centre is allotted, a request for change is not entertained. The timetable and centre details are uploaded about two weeks before the examination. If you do not find your roll number on the website one week before the exam, contact the Commission’s office at Srinagar or Jammu immediately with proof of having submitted your application. Failing to do so deprives you of any claim for consideration.

What to Carry to the Examination Hall

  • Printout of the admit card or roll number slip, downloadable about two weeks before the exam
  • At least two recent passport size colour photographs, not taken earlier than 1 January 2026
  • One original valid photo ID, being an Aadhaar or e-Aadhaar, Voter ID, driving licence, PAN card, passport, school, college or university I-card, or employer ID card

Candidature Is Provisional Until Verification

JKPSC states plainly that it does not undertake detailed scrutiny of applications for eligibility at the time of the written examination. Candidature is accepted only provisionally, and supporting documents are sought at document verification. If a claim made in the application is not substantiated by proof at that stage, the candidature is cancelled and the Commission’s decision is final and binding.

The practical lesson is that clearing the written examination is not confirmation that you were eligible. Satisfy yourself on qualification, age and category before you sit the paper, not after.

Misconduct and Debarment

The notification sets out a detailed list of acts that attract disqualification and debarment, including obtaining support for candidature by wrongful means, impersonation or procuring impersonation, submitting fabricated or tampered documents, making false statements or suppressing material information, using unfair means during the test, misbehaving in the examination hall, and harassing or causing bodily harm to Commission staff.

Consequences run from disqualification for the selection in question, to debarment permanently or for a specified period from any JKPSC examination and from any employment under the Union Territory Government, to disciplinary action for those already in government service, in addition to criminal prosecution where applicable. Reservation claimed on a false, fake or fraudulent certificate carries the same debarment.

The last date for receipt of online applications is also the cut-off date for determining eligibility as regards acquisition of educational or professional qualification, or any other certificate on the basis of which reservation is claimed, notwithstanding any extension of the last date. An extended deadline does not extend the qualification cut-off.
